gary andres

Gary Andres is currently the Republican Staff Director of the House Budget Committee.  He previously served as the Staff Director of the House Energy and Commerce Committee (2011 -2017) and also the Staff Director of the House Ways and Means Committee (2018-2023).

In all three positions, he led a variety of healthcare issues including the 21st Century Cures Act, FDA reauthorizations, surprise billing legislation, retirement security, and physician payment reforms.

Earlier in his career, he served in the White House Office of Legislative Affairs for both President George H.W. Bush and George W. Bush.

In the private sector, he has held positions leading public affairs and government affairs at the Biotechnology Innovation Organization (BIO) and as the Vice Chairman of Research and Policy at a major D.C.-based government relations firm.

He holds a Ph.D. and MA in public policy analysis from the University of Illinois-Chicago and a BA from Wheaton College.
